- Participate in preparing annual investment and procurement plans.
- Prepare, review, monitor, and complete public investment documentation, investment policy approval dossiers, and other relevant documents throughout project implementation.
- Prepare documentation for approval of investment policies, investment projects, and feasibility study reports.
- Perform financial, economic, and socio-economic evaluations of investment projects.
- Participate in the preparation, appraisal, and issuance of tender documents, including both online and offline tendering processes.
- Participate in bid evaluation and appraisal of contractors’ bids/proposals, and prepare reports on contractor selection results, including both online and offline tendering processes.
- Participate in contract negotiation and finalization.
- Carry out other investment and procurement activities in accordance with the Company’s procedures.
- Monitor the implementation progress of investment and procurement projects, including payment and project settlement activities.
- Prepare and consolidate periodic reports on investment and procurement activities as required.
- Identify, select, and evaluate qualified and reputable suppliers and business partners.
- Handle other arising issues as required.
- Perform other duties as assigned by the Line Manager.
* Education: Bachelor’s degree in Oil & Gas, Commerce, Economics, International Trade, Business Administration, Economic Law, or a related field.
* Experiences:
- Gender: Male; physically fit and in good health.
- Experience:
- At least 5 years of working experience in a similar or higher-level position.
- At least 2–3 years of experience in investment, public investment, tendering, and procurement.
- Experience in carrying out investment activities in accordance with the Law on Investment and relevant guiding regulations.
- Experience in preparing, reviewing, and coordinating public investment documentation, investment policy approval dossiers, and other investment procedures in accordance with applicable regulations.
- Experience in preparing and analyzing feasibility study reports and investment reports for investment projects. Proficient in investment evaluation methods such as NPV and IRR.
- Good knowledge of tendering regulations, including the Law on Bidding and other relevant legal requirements.
- Good understanding of online/offline tendering processes, contract negotiation, and supplier management.
- Project management and schedule monitoring skills.
* Language:
English proficiency: Fluent in listening, speaking, reading, and writing, with a minimum TOEIC score of 750 or IELTS score of 6.5 or above.
* Other requirements:
- Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
