Reporting To: CEO / Regional Managing Director

Job Summary

We are seeking a highly strategic and hands-on Country Head – Vietnam to lead and scale our Vietnam business. This role will be responsible for the full country P&L, driving business growth through recruitment delivery, sales development, client management, operations, and compliance. The ideal candidate must be a Vietnamese national with strong recruitment industry experience and proven leadership in building teams, expanding market presence, and managing end-to-end business operations. This role requires strong commercial acumen, operational discipline, and the ability to represent the company confidently in the Vietnam market.

Key Responsibilities

1. Business Strategy & Market Expansion

  • Develop and execute the Vietnam market entry and growth strategy aligned with regional business objectives.
  • Identify high-potential industries, clients, and partnership opportunities to expand business presence.
  • Build and implement a scalable operating model for recruitment delivery and client servicing.
  • Analyze market trends, competitor landscape, and pricing strategies to ensure competitiveness.

2. Sales & Business Development

  • Lead all sales initiatives including lead generation, pitching, proposal development, and contract negotiations.
  • Build and maintain a strong sales pipeline to achieve monthly and annual revenue targets.
  • Drive account growth through upselling and cross-selling recruitment, contract staffing, and workforce solutions.
  • Represent the company at networking events, industry forums, and client meetings.

3. Recruitment Delivery & Talent Acquisition Operations

  • Oversee end-to-end recruitment operations including sourcing, screening, interview coordination, offer management, and onboarding.
  • Ensure delivery excellence and turnaround time performance for permanent and contract hiring.
  • Build and manage a high-performing recruitment team to meet client SLAs and KPIs.
  • Develop sourcing strategies for local and niche talent segments, including multilingual and specialized hires.

4. Client Management & Service Excellence

  • Act as the key point of contact for strategic clients and ensure strong stakeholder relationships.
  • Ensure client satisfaction through high-quality delivery, proactive communication, and issue resolution.
  • Manage service performance reviews and ensure retention and renewal of key accounts.
  • Maintain strong governance and reporting practices for all client engagements.

5. Country Operations & Team Leadership

  • Lead overall country operations including staffing, budgeting, internal processes, and workflow optimization.
  • Build and manage local teams across recruitment, sales, operations, and support functions.
  • Drive performance culture, coaching, and training initiatives to ensure team development.
  • Establish strong internal reporting structure and ensure alignment with HQ standards.

6. Compliance, Legal & Regulatory Oversight

  • Ensure all Vietnam operations comply with local labor laws, tax regulations, employment standards, and licensing requirements.
  • Work closely with legal, finance, and HR partners to ensure proper contracts, employment documentation, and regulatory adherence.
  • Manage risk assessment related to employment practices, payroll, and contract staffing operations.
  • Ensure ethical recruitment practices and data privacy compliance.

7. Financial Management & Invoicing Oversight

  • Own the Vietnam P&L, revenue targets, cost management, and profitability performance.
  • Oversee billing and invoicing processes to ensure accuracy and timely collection.
  • Ensure strong financial controls, forecasting, and reporting to regional leadership.
  • Monitor operational costs and drive efficiency improvements.

Key Deliverables / Success Metrics

  • Revenue growth and profitability achievement for Vietnam market.
  • Strong recruitment delivery performance (SLA, fill rate, TAT, retention).
  • Expansion of client base and strategic partnerships.
  • Strong compliance record with no legal/regulatory breaches.
  • High-performing team with low attrition and strong productivity.
  • Timely invoicing and healthy cash collection cycle. 

Job Requirement

Requirements

  • Vietnamese national (mandatory).
  • Minimum 8–12 years of experience in recruitment / staffing / workforce solutions.
  • Proven experience managing a country, branch, or business unit with strong commercial responsibility.
  • Strong knowledge of Vietnam recruitment market, salary trends, and hiring landscape.
  • Experience handling end-to-end recruitment operations and client management.
  • Strong understanding of Vietnam labor laws and staffing compliance (preferred).
  • Strong leadership experience in building and managing teams.
  • Strong business development and negotiation skills.
  • Excellent communication skills in Vietnamese and English.

Preferred Experience

  • Experience in contract staffing, outsourcing, and workforce management solutions.
  • Experience working with regional or multinational recruitment companies.
  • Experience managing payroll coordination, invoicing, and operational reporting.
  • Network in BPO, Tech, Shared Services, or Manufacturing sectors is an advantage.
