Job Description

Key Responsibilities

1. Regulatory Compliance and Management Systems

  • Vietnamese Legal Compliance: Ensure the facility's full compliance with key Vietnamese EHS legal documents.
  • Permitting & Reporting: Manage and maintain all required operational permits, including the Environmental License (Giấy phép Môi trường), fire prevention certification (Giấy chứng nhận phòng cháy, chữa cháy), and licenses for hazardous activities.
  • Government Liaison: Act as the primary point of contact for local regulatory bodies such as the Department of Natural Resources and Environment (Sở Tài nguyên và Môi trường - DONRE) and the Department of Labour, Invalids and Social Affairs (Sở Lao động – Thương binh và Xã hội - DOLISA).
  • Management Systems: Develop, implement, and maintain EHS management systems, preferably aligned with ISO 45001 and ISO 14001 standards.

2. Occupational Safety and Health (OSH)

  • Risk Assessment: Conduct comprehensive Job Safety Analyses (JSA) and Risk Assessments to identify hazards related to machinery, electricity (in line with Circular 05/2021/TT-BCT on electrical safety), working at heights, and material handling.
  • Training and Certification: Manage and deliver mandatory OSH training for employees and contractors (per Decree 44/2016/NĐ-CP) for all required groups, ensuring proper documentation and certification is maintained.
  • Industrial Hygiene: Oversee work environment monitoring (Quan trắc môi trường lao động) as required by law (e.g., noise, dust, chemical exposure) and implement control measures to protect worker health.
  • Fire Safety (PCCC): Ensure all fire prevention and fighting regulations are strictly adhered to, including regular maintenance of equipment and conducting mandatory drills.

3. Environmental Management

  • Waste Management: Oversee the proper classification, collection, storage, and disposal of all waste streams, especially Hazardous Waste (Chất thải nguy hại), ensuring compliance with manifest and transport regulations.
  • Wastewater/Emissions: Monitor the performance of the Wastewater Treatment System and/or Air Pollution Control equipment to ensure discharge/emissions meet the required QCVN standards.
  • Chemical Safety: Implement and manage chemical safety programs, including inventory control, proper labeling (GHS/Circular 04/2012/TT-BCT), and handling/storage procedures.

4. Incident Management and Continuous Improvement

  • Incident Investigation: Lead Accident and Incident Investigations, including near-misses, and ensure timely reporting to DOLISA for workplace accidents in accordance with Vietnamese OSH Law.
  • EHS Metrics: Track, analyze, and report key EHS performance indicators (KPIs) to drive continuous improvement (Kaizen) and support global reporting requirements.
  • Contractor Safety: Implement and enforce a robust Contractor Safety Management program to ensure external parties comply with site and legal EHS requirements.

Job Requirement

Qualifications

Education: Bachelor’s degree in Engineering (Safety, Environmental, or related), Occupational Health, or Environmental Science.

Minimum of 3+ years of progressive EHS experience in a manufacturing or industrial environment.

Certifications:

  • Required (Vietnamese): Certification as an Occupational Safety and Health Specialist (Chuyên gia/Cán bộ An toàn Vệ sinh Lao động) and/or specific EHS management training certificates.
  • Desired (International/Local): NEBOSH, ISO 45001/14001 Lead Auditor, or other local EHS certifications are a strong plus.
  • Language: Proficiency in Vietnamese (written and verbal) is mandatory for regulatory communication, training, and documentation. Strong English skills are highly desired, especially for working in a foreign-invested company (FDI).

Skills

  • Vietnamese EHS Law: Expert-level knowledge of the Labour Code, Law on OSH 2015, and Law on Environmental Protection 2020 is non-negotiable.
  • Technical Problem-Solving: Proven ability to troubleshoot and manage compliance issues related to pollution control (wastewater, air) and complex machine guarding.
  • Interpersonal: Excellent communication, training, and collaboration skills to effectively manage relationships with employees, contractors, and local government officials.
  • Documentation: High attention to detail with the ability to prepare meticulous reports and regulatory dossiers required by Vietnamese authorities.
