POSITION: CHIEF ACCOUNTANT
PRIMARY OBJECTIVES
· Establish and operate a finance-accounting system that meets management requirements during the factory construction investment and operational phases.
· Effectively manage cash flow, investment budgets, CAPEX, and the overall financial health of the enterprise.
· Ensure full compliance with accounting and tax obligations; ensure all project finalization dossiers adhere to VAS/IFRS standards and State regulations; remain audit-ready for factory finalization, inspections, and examinations.
· Act as a strategic advisor to the Board of Directors regarding investment efficiency, risk management, and financial solutions to support the Company’s development strategy.
KEY RESPONSIBILITIES
A. Factory Construction & Investment Phase
1. Project Finance & Cash Flow Management
· Develop capital mobilization and balancing plans (Equity vs. Bank Loans) to align with construction progress and equipment importation.
· Liaise directly with banks and credit institutions regarding loan schemes, project guarantees, and specifically opening L/Cs for procurement packages.
· Monitor exchange rate fluctuations, interest rates, and credit policies to advise on optimal financial solutions and mitigate financial risks for the Investor.
· Perform periodic financial efficiency analysis (IRR, NPV, Payback Period) to report on the feasibility of each investment stage.
· Prepare periodic financial and management reports for the Board of Directors.
2. CAPEX Management, Construction Accounting & Compliance
· Organize accounting for Construction in Progress (CIP); allocate project management and overhead costs in compliance with accounting standards.
· Strictly control contractor payment/advance dossiers (EPC, design, supervision), ensuring alignment with actual inspected work volumes and contract limits.
· Lead the audit process for completed project finalization; execute Capitalization (converting investment capital into Fixed Assets) when the factory commences operations.
· Manage and archive the financial document system, construction contracts, and finalization vouchers per project record regulations.
· Take primary responsibility for preparing dossiers and executing VAT Refunds for the investment project—a critical task for project cash flow.
· Fulfill all tax obligations: Foreign Contractor Tax (FCT), VAT, CIT, PIT, and related fees.
· Represent the company in working with Tax Authorities, Inspectors, Auditors, Banks, and relevant functional agencies.
3. System Development & Internal Control
· Establish the operational structure, financial-accounting policies, delegation of authority (DOA), and internal control mechanisms for the Project Management Board and the factory.
· Develop key processes: payments, budgeting, costing, liabilities, inventory, assets, tax, and document archiving.
· Participate in ERP/Financial software implementation; build a management reporting system to support operations.
· Evaluate contractors' financial capacity, pricing dossiers, and commercial terms; provide early warnings regarding capital, budget, and project cash flow risks.
B. Operational Phase
4. Financial-Accounting Operations Management
· Organize and manage the entire accounting-finance function, including general accounting, costing, accounts receivable/payable, inventory, assets, tax, and cash flow.
· Ensure accurate, complete, and timely financial statements, management reports, and tax reports.
· Analyze costs, COGS, and operational efficiency; track performance against plans and propose solutions to optimize costs and capital utilization.
5. Team Management & Other Duties
· Manage, train, and develop the finance-accounting team.
· Perform other tasks as assigned by Line Managers and the Board of Directors.

Work Experience
· Minimum 4-8 years of experience in a similar role.
· Experience in CAPEX project accounting or Real Estate
· Proficiency in contractor payment processes and investment capital finalization.
Experience in Manufacturing, Pharmaceuticals, or FMCG; Experience with factory construction projects; Experience with ERP (SAP, Oracle).
