Key Responsibilities

1. Develop and implement talent acquisition strategies, policies, and solutions

  • Design and establish policies, frameworks, and guidelines related to talent acquisition.
  • Conduct market research and workforce demand analysis to support hiring strategies.
  • Develop and manage annual recruitment budgets and program-specific budgets.
  • Build and manage a strong pipeline and database of potential candidates.
  • Propose and oversee recruitment systems, tools, and technology solutions.

2. Drive employer branding initiatives

  • Collaborate to develop and execute employer branding strategies and plans.
  • Organize and/or coordinate recruitment events, career fairs, and communication campaigns to enhance the Group’s employer brand.

3. Lead recruitment operations

  • Develop annual hiring plans aligned with the Group’s business strategy.
  • Oversee end-to-end recruitment activities, including sourcing, screening, and stakeholder alignment.
  • Partner with business units to define hiring needs and candidate profiles.
  • Lead interview, selection, and evaluation processes for key positions.

4. Oversee recruitment support activities

  • Manage onboarding processes and hiring documentation.
  • Propose and implement initiatives to support new hires during probation.
  • Monitor, analyze, and report recruitment performance and effectiveness.

5. Ensure governance, operations, and system compliance

  • Lead the development and continuous improvement of internal processes, policies, and operating frameworks to ensure efficient cross-functional collaboration.
  • Develop and implement internal training plans to enhance team capabilities and succession readiness.
  • Ensure compliance with internal policies and manage recruitment data, documentation, and systems, driving digitalization and AI adoption.
  • Identify, assess, and mitigate operational risks; coordinate with Risk, Process, and Compliance functions.
  • Manage and take accountability for assets, tools, and resources used by the department.

Job Requirement

Requirements

  • Bachelor’s degree or above in Human Resources, Business Administration, Economics, Law, or related fields.
  • Minimum 10 years of experience in HR, Talent Acquisition, or Talent Development.
  • At least 3 years in a leadership role within large organizations (1,000+ employees); experience in real estate, construction, or multinational corporations is highly preferred.
  • Proven experience in a similar Head of Talent Acquisition or equivalent role (3–5 years).
  • Strong English communication skills.
  • Demonstrated leadership, strategic thinking, and stakeholder management capabilities.
