Job Description

1. Propose and implement Talent Acquisition policies, programs, and workforce attraction solutions

  • Develop policies, guidelines, and professional documentation related to talent acquisition activities.
  • Conduct and implement labor market research and workforce demand surveys.
  • Prepare annual recruitment budgets and budgets for specific recruitment programs.
  • Develop and manage talent pipelines and candidate databases.
  • Propose and manage recruitment systems, tools, and technology solutions to enhance hiring effectiveness.

2. Coordinate Employer Branding initiatives 

  • Collaborate in developing and executing employer branding plans and initiatives.
  • Organize and coordinate recruitment marketing campaigns, career fairs, employer branding events, and other talent attraction activities to strengthen the company’s employer brand presence.

3. Execute Talent Acquisition activities

  • Develop annual recruitment plans aligned with the company’s business strategies and workforce requirements.
  • Manage end-to-end recruitment activities, including sourcing candidates through various recruitment channels, coordinating with business units in candidate screening, and providing consultation on candidate profiles that meet hiring requirements.
  • Organize interviews, candidate assessments, selection processes, and hiring decisions for positions within the assigned scope.

4. Support onboarding and recruitment operations

  • Manage onboarding procedures and candidate joining processes throughout the recruitment cycle.
  • Propose and implement support initiatives for new employees during their probation period.
  • Monitor, analyze, and report recruitment performance and hiring effectiveness.

5. Establish and maintain governance, compliance, and operational excellence

  • Lead the development and enhancement of the department’s internal governance framework, including policies, procedures, forms, implementation guidelines (checklists), and delegation of authority matrices to ensure efficient, accurate, and seamless cross-functional operations.
  • Develop and implement internal capability-building and professional training programs to strengthen team competencies and succession pipelines.
  • Ensure compliance with the Corporation’s policies, regulations, and internal guidelines. Manage professional data, records, and documentation while driving data standardization, digitalization, and AI-enabled transformation of talent acquisition processes.
  • Identify, assess, control, and mitigate operational risks arising from daily activities; report identified risks to the Risk Management, Process & Compliance Department in accordance with internal risk management policies and procedures.
  • Oversee and take accountability for all tools, equipment, and assets utilized by the department.

Job Requirement

Education

  • Bachelor’s degree or above in Human Resources Management, Economics, Business Administration, Law, or other relevant disciplines.

Experience

  • Minimum 10 years of experience in Human Resources, Talent Acquisition
  • At least 3 years of leadership experience in a similar position within large corporations or organizations with more than 1,000 employees (experience in Real Estate, Construction, or Multinational Corporations (MNCs) is highly preferred).
  • Proven experience of 3–5 years in an equivalent managerial role.
