Job Description

1. Development of  HR Department

-   Implement HR programs, resolve issues, and identifie improvement opportunities.

-   Manages HR staff, encouraging their development.

-   Oversee the annual HR budget, including services, recognition, activities, and benefits.

-   Coordinates external resources (consultants, attorneys, trainers, HRIS services, insurance).

-   Studies HR policies, programs, and practices to update management on developments.

-   Sets departmental goals, objectives, and measurements aligned with company strategies.

-   Prepares reports to track strategic goal achievements.

-   Administers programs and guidelines to align workforce with company goals.

-   Participate in key meetings and seminars.

-   Lead the restructuring of HR function by establishing a centralized HR model (HN–HCM), clarifying roles and responsibilities, and standardizing HR processes across.

-   Lead HRIS implementation, manage centralized HR data, and drive user training and effective post-implementation operations.

2. Organization Development

-   Monitors core values and culture to support company goals and employee satisfaction.

-   Manage organization-wide development processes like succession planning and workforce improvement.

-   Oversee employee communication channels, including surveys, newsletters, focus groups, and meetings.

-   Plans and evaluates organizational structure and job design, recommending changes to BOM.

-   Supervise and update HR polices, give the suggestion to BOM for implementing polices with labor code.

-   Integrates strategic planning results across departments.

-   Oversee committees on wellness, training, safety, and cultural activities.

-   Review and analyze workforce planning based on current headcount and business direction, propose optimal resource allocation solutions, and ensure effective long-term personnel cost control.

3. Employee Relations

-   Develops HR policies on employee relations and rights.

-   Communicates policies, procedures, and labor laws effectively.

-   Establishes practices for positive employer-employee relationships and high morale.

-   Conduct surveys on satisfaction and engagement.

-   Coache managers in communication, feedback, and recognition.

-   Investigates complaints or concerns.

-   Advise on disciplinary actions and performance improvements.

-   Reviews termination recommendations and leads safety and health program implementation.

-   Implement labor discipline, working with the trade union to propose the solution to BOM for resolving conflictsarising between the company and employees in accordance with legal regulations.Monitor and analyze overtime (OT) data across departments, collaborate with heads of departments to implement sustainable solutions for reducing excessive OT through workflow and workforce adjustments.

4. Employment

-   Standardizes recruitment and hiring practices for superior workforce selection.

-   Interview high-level candidates, contributing to final decisions.

- Design and implement a comprehensive recruitment procedure, standardize templates, checklists, and recruitment SLAs, and ensure scalability to support business expansion and restructuring

5. Compensation & Benefits

-   Designs wage structure, pay policies, and incentive schemes; oversee variable pay systems.

-   Conduct competitive research to attract and retain talent.

-   Monitors pay practices for effectiveness and cost management.

-   Leads annual salary survey participation and explores best practices for benefits.

-   Coordinates cost-effective benefits, monitoring national trends for improvements.

-   Develop benefit orientations and recommend enhancements for employee satisfaction.

-   Review/design and optimize the salary structure to ensure market competitiveness, internal equity, and alignment with performance.

6. Training and Development

-   Assigns training responsibilities and provides resources (workshops, manuals, handbooks).

-   Oversee performance management programs.

-   Establishes in-house training systems, including impact measurement and knowledge transfers.

-   Supports selection of external training programs and manages training budgets.

-   Maintains training records.

-   Executes planning program of professional career for employee who is having potency.

-   Develop and enhance the Performance Evaluation system and instruct managers to conduct fair and consistent performance assessments.

7. Regulations & Laws

-   Ensures compliance with labor laws and reporting requirements.

-   Manages legal information preparation and serves as primary contact for employment law matters.

-   Protects company and employee interests, minimizing risks in line with HR policies and laws.

-   Lead and manage the revision of company labor regulations and internal rules to ensure legal compliance and operational effectiveness.

-   Ensure compliance with labor laws on overtime by monitoring OT practices and implementing control measures to prevent violations.

Job Requirement

1. Trình độ học vấn, chuyên môn / Education background: Bachelor's degree or equivalent in Human Resources, Business, or Organization Development.

2. Kinh nghiệm / Work experiences: At least 5 years of experience in the same position.

-   Knowledge in employment law, compensation, organizational planning, recruitment, organization development, employee relations, safety, employee engagement, and employee development.

-   Outstanding communication skills

-   Outstanding interpersonal relationship building and employee coaching skills.

-   Demonstrated ability to lead and develop P&C department staff members.

-   Excellent presentation skill.

-   Able to coach & develop others

-   Evidence of the ability to practice and coach organization managers in the practice of a high level of confidentiality

-   Excellent organizational management skills

-   Excellent computer skills. Must include knowledge of Excel and skills in HRIS.

-   Good at Vietnamese & English communication (speaking & writing)
