Position Objective: The Senior Purchasing Officer is responsible for executing the school’s operational procurement activities, ensuring the timely, cost-effective, and high-quality provision of educational supplies, stationery, classroom materials, equipment, and services for the school and its affiliated units. This role plays a critical part in supporting teaching and learning activities as well as school operations, while strictly complying with regulations, maintaining cost control, and effectively managing supplier relationships in accordance with the company’s policies and procedures.
Key Responsibilities:
1. Purchasing Execution
- Perform and support the Procurement Manager in the end-to-end procurement process (sourcing, purchase order placement, order follow-up, goods receipt, quality inspection, and payment processing) for educational supplies, furniture, equipment, and other operational needs of the school.
- Conduct goods inspection, acceptance, and coordinate delivery/handover to the requesting departments.
- Liaise with suppliers to ensure on-time delivery and promptly resolve quality issues.
2. Sourcing & Supplier Management
- Perform and support the Procurement Manager in sourcing, evaluating, and maintaining a portfolio of reliable domestic and international suppliers.
- Participate in negotiating pricing, payment terms, delivery schedules, and warranty conditions with suppliers.
3. Cost Control & Budget Management
- Ensure all purchases provide the best value for money while meeting quality standards.
- Track and report cost savings on a regular basis.
- Collaborate with relevant departments to manage inventory levels and avoid overstocking or shortages.
4. Compliance & Reporting
- Ensure strict compliance with the company’s internal procurement policies, Vietnamese procurement laws, tax regulations, import/export procedures, and other legal requirements.
- Maintain accurate procurement records and documentation.
- Monitor, consolidate, and regularly report procurement progress, actual costs, and order status to the Procurement Manager and relevant departments.
- Support internal audits and tax inspections related to procurement activities.
5. Collaboration & Support
- Work closely with user departments to understand procurement needs, technical specifications, and quality requirements.
- Provide product consultation and recommendations prior to purchase approval.
- Update order status and delivery timelines to relevant departments in a timely manner.
- Assist the Procurement Manager in meetings with suppliers and internal stakeholders as required.
6. Other Tasks as Assigned
Carry out any other duties and ad-hoc tasks as assigned by the Procurement Manager to support the overall procurement function and school operations.
