Head of AI & Data

1. MỤC TIÊU VỊ TRÍ / POSITION PURPOSE

Xây dựng và dẫn dắt Phòng AI & Data của HDS từ giai đoạn đầu. Thiết kế, triển khai nền tảng dữ liệu tập trung để cung cấp dữ liệu đáng tin cậy, kịp thời cho sản phẩm số, điều hành, quản trị rủi ro và báo cáo theo yêu cầu. Đồng thời, tiếp quản các dự án AI hiện có và xây dựng lộ trình ứng dụng AI trên nền tảng dữ liệu được quản trị.

Build and lead HDS’s AI & Data Department from its early stage. Design and implement a centralised data foundation that provides reliable, timely data for digital products, management, risk oversight and required reporting. Take ownership of existing AI initiatives and develop an AI roadmap built on governed data.

Kết quả ưu tiên trong 12 tháng đầu / First-year priorities: Tiếp nhận đầu mối quản lý các dự án AI hiện có; trình phê duyệt kiến trúc dữ liệu mục tiêu và lộ trình triển khai; đưa các luồng dữ liệu và báo cáo ưu tiên vào vận hành, có kiểm soát chất lượng và đối soát; hình thành đội ngũ nòng cốt. Phạm vi và mốc triển khai cụ thể được thống nhất với CTO theo nguồn lực được phê duyệt.

Assume ownership of existing AI initiatives; submit the target data architecture and roadmap for approval; put priority data pipelines and reports into production with quality controls and reconciliation; and establish a core team. Detailed scope and milestones will be agreed with the CTO based on approved resources.

2. MÔ TẢ CÔNG VIỆC / KEY RESPONSIBILITIES

2.1. Chiến lược & nền tảng dữ liệu / Data Strategy & Platform

• Xây dựng chiến lược dữ liệu, kiến trúc mục tiêu và lộ trình triển khai nền tảng dữ liệu tập trung; đánh giá phương án công nghệ, khả năng tích hợp, chi phí và yêu cầu vận hành trước khi đề xuất đầu tư.

Develop the data strategy, target architecture and roadmap for a centralised data platform; evaluate technology options, integration, costs and operational requirements before recommending investment.

• Thiết kế mô hình dữ liệu và dẫn dắt việc tích hợp các miền dữ liệu ưu tiên, bao gồm khách hàng, tài khoản, lệnh và giao dịch, tài sản, margin, phí, thanh toán bù trừ và dữ liệu thị trường; phối hợp kết nối hệ thống nội bộ và hệ thống do đối tác triển khai.

Design data models and lead the integration of priority domains, including customers, accounts, orders and trades, holdings, margin, fees, clearing and settlement, and market data; coordinate integration across internal and vendor-managed systems.

• Thiết lập quy trình thu nhận, xử lý, phục vụ và đối soát dữ liệu với hệ thống nguồn; phối hợp với các đơn vị liên quan để đáp ứng yêu cầu giám sát vận hành, sao lưu, khôi phục và tính liên tục của nền tảng.

Establish data ingestion, transformation, serving and reconciliation processes against source systems; work with relevant teams to meet operational monitoring, backup, recovery and continuity requirements.

2.2. Quản trị, chất lượng & bảo vệ dữ liệu / Data Governance, Quality & Protection

• Xây dựng khung quản trị dữ liệu, bao gồm phân loại dữ liệu, phân định vai trò Data Owner/Data Steward, từ điển dữ liệu, danh mục dữ liệu và khả năng truy vết nguồn gốc dữ liệu.

Establish a data governance framework covering data classification, Data Owner/Data Steward responsibilities, a data dictionary, data catalogue and data lineage.

• Phối hợp với các đơn vị nghiệp vụ thống nhất định nghĩa chỉ số và dữ liệu chủ; thiết lập kiểm soát chất lượng, cơ chế phát hiện sai lệch, đối soát và thời hạn xử lý sự cố dữ liệu.

Work with business teams to standardise metrics and master data; implement quality controls, discrepancy detection, reconciliation and data-incident resolution targets.

• Phối hợp với An toàn thông tin, Pháp chế và các đơn vị liên quan để áp dụng kiểm soát truy cập, mã hóa, che dữ liệu tại môi trường phi production và quản lý việc sử dụng dữ liệu cá nhân theo quy định pháp luật áp dụng và chính sách HDS.

Work with Information Security, Legal and relevant teams to implement access controls, encryption, data masking in non-production environments and personal-data safeguards in accordance with applicable laws and HDS policies.

2.3. Phân tích dữ liệu & hỗ trợ sản phẩm / Analytics & Product Enablement

• Cung cấp các bộ dữ liệu chuẩn, giao diện truy cập dữ liệu và công cụ báo cáo phù hợp để các đội sản phẩm, đơn vị nghiệp vụ và Ban điều hành khai thác dữ liệu có kiểm soát.

Provide governed datasets, data interfaces and reporting tools for product teams, business functions and management.

• Phối hợp với các đơn vị liên quan xây dựng hệ thống đo lường tự động cho sản phẩm số và hoạt động phát triển sản phẩm; bảo đảm chỉ số có định nghĩa thống nhất, nguồn dữ liệu rõ ràng.

Work with relevant teams to automate digital-product and delivery metrics, ensuring consistent definitions and traceable data sources.

2.4. Danh mục AI, đối tác & phát triển đội ngũ / AI Portfolio, Partners & Team Development

• Tiếp quản các dự án AI đang triển khai với đối tác; xác định chủ quản, theo dõi tiến độ, đánh giá kết quả kỹ thuật và tổ chức chuyển giao tri thức, kế hoạch vận hành sau nghiệm thu.

Take ownership of AI initiatives delivered with partners; establish accountability, track progress, assess technical deliverables and arrange knowledge transfer and post-acceptance operations.

• Xây dựng lộ trình AI theo giá trị kinh doanh và mức độ sẵn sàng của dữ liệu; quản lý danh mục công cụ AI được phê duyệt, quy tắc sử dụng dữ liệu và các kiểm soát đối với mô hình, kết quả đầu ra.

Develop an AI roadmap based on business value and data readiness; manage approved AI tools, data-use rules and controls for models and their outputs.

• Tuyển dụng, dẫn dắt và phát triển đội ngũ Data Engineer, Data Analyst và AI/ML Engineer; xây dựng tiêu chuẩn chuyên môn, quản lý hiệu quả đối tác và ngân sách phòng theo phân quyền.

Recruit, lead and develop Data Engineers, Data Analysts and AI/ML Engineers; establish professional standards and manage partner performance and the department budget within delegated authority.

3. YÊU CẦU CÔNG VIỆC / REQUIREMENTS

Ứng viên phù hợp cần có kinh nghiệm đưa nền tảng dữ liệu vào vận hành thực tế và đủ năng lực dẫn dắt cả bài toán kỹ thuật lẫn phối hợp nghiệp vụ trong môi trường tài chính.

Yêu cầu chính / Core Requirements

• Có tối thiểu 10 năm kinh nghiệm về data engineering, data platform, DWH hoặc BI; trong đó ít nhất 4 năm ở vai trò Data Architect, Head of Data, Data Platform Manager hoặc vị trí tương đương.

At least 10 years of experience in data engineering, data platforms, DWH or BI, including at least 4 years as a Data Architect, Head of Data, Data Platform Manager or equivalent.

• Đã trực tiếp thiết kế và đưa vào production ít nhất một nền tảng dữ liệu, DWH hoặc lakehouse ở quy mô doanh nghiệp; có kinh nghiệm quản lý hoặc nghiệm thu dự án AI/ML hoặc advanced analytics vận hành thực tế.

Have directly designed and deployed at least one enterprise-scale data platform, DWH or lakehouse into production; have managed or accepted an AI/ML or advanced analytics project operating in production.

• Có kinh nghiệm làm việc tại tổ chức tài chính hoặc lĩnh vực chịu yêu cầu quản lý chặt chẽ về dữ liệu; đã xây dựng và dẫn dắt đội dữ liệu từ 5 người trở lên, đồng thời quản lý đối tác triển khai.

Have experience in financial services or another data-intensive regulated environment; have built and led a data team of at least five people and managed implementation partners.

• Vững về mô hình hóa dữ liệu, kiến trúc xử lý batch và streaming, SQL và thiết kế pipeline; có kinh nghiệm thực tế với ít nhất một hệ công nghệ dữ liệu hiện đại hoặc giải pháp on-premise tương đương.

Strong in data modelling, batch and streaming architectures, SQL and pipeline design; hands-on experience with at least one modern data stack or an equivalent on-premises platform.

• Có kinh nghiệm triển khai quản trị dữ liệu, chất lượng dữ liệu, catalog, lineage và kiểm soát truy cập; hiểu các yêu cầu pháp lý tại Việt Nam liên quan đến dữ liệu cá nhân và dữ liệu trong hoạt động chứng khoán.

Have implemented data governance, data quality, cataloguing, lineage and access controls; understand Vietnamese legal requirements relevant to personal data and data used in securities operations.

• Có khả năng làm việc với lãnh đạo nghiệp vụ để xác định ưu tiên, phạm vi và hiệu quả đầu tư; sử dụng tiếng Anh để đọc tài liệu kỹ thuật và làm việc với đối tác.

Able to work with business leaders to define priorities, scope and investment value; able to use English for technical documentation and partner collaboration.

Lợi thế / Preferred Qualifications

• Am hiểu dữ liệu nghiệp vụ công ty chứng khoán: lệnh và khớp lệnh, tài khoản, margin, thanh toán bù trừ, dữ liệu thị trường và dữ liệu phục vụ báo cáo theo yêu cầu.

Familiarity with securities data, including orders and executions, accounts, margin, clearing and settlement, market data and data used for required reporting.

• Có kinh nghiệm MLOps, feature store, RAG/LLM trên dữ liệu nội bộ; từng tiếp quản hệ thống hoặc sản phẩm AI từ đối tác và xây dựng quy tắc sử dụng công cụ AI trong tổ chức.

Experience with MLOps, feature stores or RAG/LLM applications using internal data; experience taking over partner-delivered AI solutions and establishing organisational AI-tool controls.

• Có chứng chỉ phù hợp như DAMA CDMP, TOGAF hoặc chứng chỉ kiến trúc/kỹ thuật dữ liệu của các nền tảng công nghệ.

Relevant certifications such as DAMA CDMP, TOGAF or data architecture/engineering certifications from technology platforms.
