JOB SUMMARY
We are seeking a highly motivated and results-oriented Senior Purchasing Project Engineer to join our Purchasing Team and oversee the entire project lifecycle for renovations, construction, and facility projects. This role requires a unique blend of technical knowledge, project management expertise, and quantity surveying (QS) or procurement experience.
KEY RESPONSIBILITIES AND AUTHORITIES
• Manage all aspects of construction and facility projects, from initial planning with internal customer/end-users and budgeting to final completion and handover.
• Lead supplier selection and bidding process, including evaluation, qualification, and negotiation. Finalize contract negotiations with selected suppliers, ensuring alignment with project requirements and budget.
• Review Bills of Quantities (BOQs) and technical drawings, ensuring accuracy and completeness.
• Conduct value engineering studies or identify cost-saving opportunities without compromising project quality.
• Develops and manages internal and external relationships to provide sustainable cost, quality, on-time delivery, and technology solutions complying with procurement policies.
• Partners with a diverse stakeholder base to lead and develop multiyear commodity strategies based on business/market intelligence, long term analysis of the category/commodity.
• Coordinate cross-functional teams for project success.
• Acquires and maintains industry, market, and technical knowledge of commodities.
• Proactively identify and assess project risks. Develop and implement mitigation plans to minimize impact. Serve as the key contact point for escalation of project issues, working collaboratively with stakeholders to find solutions.
• Primary categories supported include but are not limited to – facilities and other services, procurement saving initiative.
Education
• Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Construction Management, or related field (required).
• Mechanical and Electrical Engineering experience (nice to have)
Experience
Minimum 5 years of related experience in supply chain management, commodity management, contracts management, technical buyer, facilities industry, construction contracts management or project management (required).
Knowledge
• Proven experience in leading and managing construction and facility projects from inception to completion (required).
• Strong understanding of construction methods, materials, and industry best practices (required).
• In-depth knowledge of quantity survey principles and practices (required).
• Experience with procurement policies, contract law and benchmarking concepts. Specific knowledge of construction contracting methods.
• Understanding the relationship between contractual responsibilities and assignment of risk balanced between construction cost, quality, and schedule.

• Strong knowledge of contracts, contract law and claims management processes and procedures.
• Strong stakeholder management- partnering skills with demonstrated ability to collaborate effectively.
**Work Location: SHTP - Dist.9 - HCMC. We provide shuttle bus from HCM, Binh Duong and Dong Nai.
