1. Strategic Planning & Project Governance
Develop, maintain, and regularly update comprehensive project management plans, including execution schedules, milestones, and resource allocation.
Oversee the full project lifecycle, including feasibility studies, budgeting, scheduling, procurement, risk management, and close-out.
Ensure compliance with local laws, construction regulations, safety standards, environmental and sustainability requirements.
Establish project governance frameworks, reporting structures, and decision-making protocols.
2. Project Execution & Quality Assurance
Coordinate with the Technical Department to develop and manage the Master Construction Schedule for all project components and packages.
Monitor and control contractors’ progress on a daily, weekly, and monthly basis.
Lead the preparation, review, and approval of penalty records for contractors failing to meet contractual progress or quality requirements.
Coordinate cross-functional departments (Legal, Design, Procurement, Finance) to ensure project execution aligns with approved schedules.
Ensure project completion according to the approved timeline or revised schedules endorsed by the Executive Board.
Prepare progress reports for the Executive Board, analyze risks affecting schedule and quality, and propose corrective or preventive actions.
3. Site Management & Regulatory Coordination
Maintain effective working relationships with local authorities and regulatory bodies to ensure smooth and compliant construction operations.
Manage, store, and control project documentation.
Coordinate and facilitate internal audits, governmental inspections, and regulatory approvals.
4. Budget, Cost & Contract Management
Collaborate with Finance/Investment and Project Management teams to monitor budget utilization and cost control against the Executive Board–approved budget.
Ensure financial discipline across all project phases and packages.
Propose budget adjustments when required due to actual site conditions or strategic directives.
Participate in contractor prequalification, tender evaluation, and contract negotiations to minimize financial exposure and contractual risks.
Ensure contracts are executed in a manner that mitigates legal loopholes and financial losses.
5. Human Resource & Site Administration Management
Develop project staffing plans and site operational budgets in line with approved headcount and cost allocations.
Coordinate with the HR Department on recruitment, onboarding, and workforce planning.
Organize and oversee training, coaching, and professional development for project team members.
Ensure compliance with labor laws, site regulations, and company policies.
Prepare and submit periodic manpower and training reports.
6. Other Responsibilities
Perform other duties as assigned by Company Executives in support of strategic objectives.
Education:
Bachelor’s or Master’s degree in Civil Engineering, Construction Management, or a related discipline
Experience:
Minimum 15 years of project management experience
At least 3 years in a similar senior project management role
Proven track record in delivering large-scale hotel or resort developments
Skills & Knowledge:
Strong understanding of construction regulations and industry standards
Excellent leadership, negotiation, and problem-solving skills
Ability to manage multiple complex projects simultaneously
Language:
Proficient in English (spoken and written)
