Key Duties and Responsibilities
A Human Recourse & Admin Manager shall be expected to perform the including but not limited to the following key tasks:
1. Strategic HR Leadership
- Partner with senior management to align HR strategy, workforce planning, and organizational structure with business and production objectives.
- Advise management on people-related risks, labour cost optimization, productivity improvement, and organizational effectiveness.
- Lead HR transformation and continuous improvement initiatives to support manufacturing competitiveness.
2. Workforce Planning & Talent Acquisition
- Develop and manage workforce plans, headcount, and labour costs in line with production capacity and budget.
- Oversee recruitment strategies and processes for factory and office roles, including first-line management and below.
- Improve recruitment efficiency, talent pipeline, and employer branding in the local labour market.
- Ensure fair, consistent, and compliant hiring practices.
3. Employee Relations & Labour Compliance
- Develop, review, and implement HR policies, internal regulations, and procedures in compliance with Vietnamese labour laws.
- Act as the Company’s key contact with local labour authorities and labour unions.
- Lead employee relations management, including grievance handling, disciplinary actions, and employment termination cases.
- Promote a positive industrial relations environment to ensure operational stability and workforce engagement.
- Conduct exit interviews and analyse turnover trends to improve retention.
4. Performance Management & Productivity
- Design and manage the performance management system, including KPIs, appraisal processes, and review cycles.
- Support line managers in setting clear performance expectations and improving employee productivity.
- Integrate performance outcomes with career development, succession planning, training, and reward decisions.
- Recommend tools and digital solutions to enhance performance tracking and HR data accuracy.
5. Compensation, Benefits & Payroll Governance
- Develop, review, and manage compensation and benefits policies, ensuring market competitiveness and internal equity.
- Oversee payroll accuracy, personal income tax, statutory insurance, and ERP data integrity.
- Lead annual salary and bonus review processes within approved budgets.
- Ensure full compliance of compensation and benefits practices with legal and regulatory requirements.
6. Administration & Facility Management
- Oversee general administration and facility services, including:
- Legal documentation (business licenses, labour contracts, visas, work permits)
- Transportation, accommodation, and expat support
- Office services, canteen, security, cleaning, maintenance, PPE, and uniforms
- Administrative expenses and petty cash control
- Ensure cost efficiency, service quality, and compliance with company standards.
7. Department Leadership & Governance
- Lead, develop, and evaluate HR & Admin teams to achieve departmental objectives.
- Set departmental KPIs, manage budgets, and optimize resource allocation.
- Develop and maintain HR handbooks, SOPs, and work instructions.
- Prepare analytical HR reports to support management decision-making.
- Drive HR-related improvement projects across the organization.
