1. Strategy & Compliance (20%)
System Development: Establish, update, and monitor the implementation of internal labor rules, HR policies, procedures, and the Employee Handbook.
Legal Compliance: Ensure all company activities comply with Labor Laws and current local regulations.
Budgeting: Develop and manage the annual HR budget (salaries, bonuses, engagement activities); control administrative costs (transportation, stationery, telecommunications, etc.).
2. Talent Acquisition & Development (25%)
Recruitment: Approve recruitment plans; control sourcing channels and candidate quality; directly interview key positions.
Training & Development: Conduct Training Needs Analysis (TNA); build competency development roadmaps and succession planning.
Orientation: Organize and lead the Onboarding/Orientation programs for new hires.
3. C&B & Performance Management (25%)
Compensation & Benefits: Oversee payroll processing, bonuses, social insurance, and Personal Income Tax (PIT) to ensure accuracy and timeliness.
Performance Appraisal: Manage the annual KPI/Performance Review system; provide recommendations for salary adjustments and promotions.
Labor Relations: Advise the Board of Directors (BOD) on market salary benchmarks and competitive benefit schemes.
4. Employee Engagement & Corporate Culture (20%)
Engagement: Organize team-building activities and internal events to promote teamwork and corporate culture.
Problem Solving: Handle employee grievances, labor discipline, and maintain a positive working environment.
5. Administration & Services (10%)
Service Management: Supervise third-party contractors and vendors (Security, Housekeeping, Shuttle bus, Accident insurance).
Expatriate Management: Manage legal documentation for foreign employees (Visas, Work Permits, Temporary Residence Cards).
Reporting: Prepare periodic HR management reports (Headcount, turnover rate, HR costs) for the Executive Committee (EXCO).
Education: University degree in Human Resources, Law, Business Administration, or related fields.
Experience: 3 to 5 years of experience in a similar HR management position.
Languages: Proficient in English (verbal and written).
Computer Skills: Proficient in Microsoft Office (Excel, Word, PowerPoint).

Effective problem-solving and teamwork mindset.
Priority: Candidates who are available to start work immediately are highly preferred.
