1. Barge Transportation Planning & Operations
- Develop and coordinate barge transportation plans for bulk cargo from loading points to ocean vessels in accordance with shipment schedules.
- Coordinate with inland waterway transportation service providers to ensure the availability of suitable barges, including fleet capacity, transportation schedules, and on-time delivery capabilities.
- Monitor barge operations throughout the loading, transportation, and delivery process to ensure operational efficiency and compliance with shipment plans.
- Track transportation progress, vessel waiting time, barge turnaround time, and related operational costs.
- Proactively identify and resolve operational issues that may impact shipment schedules or delivery commitments.
2. Transit Port Loading Operations
- Coordinate and monitor cargo loading activities at transit ports in line with vessel schedules and shipping requirements.
- Liaise with port operators and relevant stakeholders to ensure the timely preparation of cargo, allocation of loading equipment, loading sequence, and sufficient port handling capacity.
- Supervise cargo receiving, loading, and transfer operations between warehouses, barges, and ocean vessels.
- Monitor key operational performance indicators, including loading volume, loading productivity, commencement and completion times, and operational delays.
- Collaborate with internal and external stakeholders to promptly address operational issues and maintain smooth loading operations.
3. Logistics Service Provider Management
- Serve as the primary point of contact for logistics partners, including barge operators, transit ports, stevedoring contractors, and other logistics service providers.
- Monitor service execution to ensure compliance with contractual agreements, operational requirements, and service standards.
- Evaluate service provider performance based on delivery timelines, operational efficiency, cost effectiveness, service quality, and responsiveness.
- Recommend and implement process improvements to enhance transportation efficiency, service reliability, and overall logistics performance.
4. Documentation & Operational Reporting
- Review, verify, and maintain operational documents, including cargo handover records, delivery documents, and other shipping-related documentation.
- Reconcile cargo movement data, including warehouse dispatch quantities, port receiving quantities, and vessel loading quantities, ensuring data accuracy and consistency.
- Prepare regular operational reports covering shipment progress, loading performance, logistics activities, and operational issues.
- Maintain accurate operational records to support reporting, performance analysis, and audit requirements.
5. Operational Risk Management
- Monitor operational risks that may affect shipment schedules and delivery commitments, including vessel delays, barge shortages, port congestion, adverse weather conditions, tidal restrictions, operational disruptions, and cargo quantity discrepancies.
- Provide timely risk assessments and early warnings to relevant stakeholders.
- Coordinate with internal teams and external partners to develop and implement contingency plans that minimize operational disruptions and ensure on-time delivery.
