Position Summary
Aspire is seeking an experienced Senior Quantity Surveyor (Senior QS) to join the Development Team and support cost planning, procurement, and commercial management across multiple hospitality and mixed-use development projects.
The role will focus heavily on cost planning, budget control, procurement strategy, and commercial management from project inception through completion. The successful candidate will work closely with Design, Site Teams, Operations, Finance, Consultants, and Contractors to ensure projects are delivered within approved budgets while maintaining quality, operational, and programme objectives.
This position is particularly suited for candidates with strong experience in hospitality, Renovation and Design & Build (D&B) projects.
Key Responsibilities
Cost Planning & Cost Control
- Prepare concept, schematic, and detailed cost plans for development and renovation projects.
- Develop, monitor, and manage project budgets against approved business plans and investment budgets.
- Conduct cost benchmarking, market analysis, and feasibility reviews across multiple projects.
- Track budget movement, contingency usage, and forecast final project costs.
- Identify value engineering (VE) opportunities while maintaining operational and design requirements.
- Review design development from a cost and commercial perspective to ensure alignment with project budgets.
- Monitor procurement and construction cost trends within the Vietnam market.
Procurement & Tender Management
- Support development of procurement strategies and tender packaging.
- Coordinate tender processes together with consultants and internal stakeholders.
- Review BOQs, tender submissions, commercial qualifications, exclusions, and risk items.
- Prepare tender analysis, commercial comparisons, and recommendation reports.
- Participate in contractor negotiations and commercial clarifications.
- Assist in evaluating contractor capability, methodology, programme, and pricing structure.
Contract & Commercial Management
- Support drafting, review, and negotiation of construction contracts and commercial terms.
- Review variation orders (VO), contractor claims, and final account submissions.
- Monitor contractor payment applications, IPC valuations, and supporting documents.
- Assist in managing commercial risks and cost exposure throughout the project lifecycle.
- Ensure compliance with internal approval procedures and delegated authority requirements.
- Negotiate commercial and contract terms with main contractors and key project stakeholders.
Project Coordination
- Coordinate closely with Design, Site Teams, Operations, Finance, Consultants and Contractors throughout project delivery.
- Support assessment of construction methodologies and commercial impacts during design and construction stages.
- Assist in coordinating project budgets, programmes, and procurement schedules across multiple projects.
- Support project teams in resolving commercial and contractual matters during construction.
Reporting & Management Support
- Prepare cost reports, procurement updates, budget tracking, and commercial summaries for management review.
- Maintain accurate project cost records and financial tracking.
- Support preparation of management papers, approval requests, and investment submissions when required.
- Provide regular reporting on project financial status, procurement progress, and key commercial risks.
