With the Project “Shifting Investment Flows Towards Green Transformation in Viet Nam (SHIFT)”, GIZ directly links these priority areas with Viet Nam’s Green Growth Strategy (VGGS) as well as development finance in order to achieve lasting impacts in all sectors and facilitate Viet Nam’s progress towards a sustainable future. More specifically, SHIFT aims to reduce Viet Nam’s greenhouse gas emissions in line with low-carbon economic development and the energy transition through policies and investments for enhanced, national climate action, especially in the energy sector.
The SHIFT project is funded by the German Federal Ministry of Economic Affairs and Climate Action (BMWK) as part of the International Climate Initiative (IKI). The Ministry of Planning and Investment (MPI) is SHIFT’s lead political partner and facilitates coordination with the main financial market regulators, i.e. Ministry of Finance (MoF), State Bank of Viet Nam (SBV), as well as main energy sector policy maker, i.e. Ministry of Industry and Trade (MoIT).
The Project is implemented by a partner consortium of six partners, with GIZ as consortium lead. The other implementing agencies are Agora, SBV Banking Academy of Viet Nam, International Finance Corporation (IFC), Netherlands Development Organization (SNV) and United Nations Development Programme (UNDP).
The project is looking for a local qualified expert to fill the following position:
Project Officer/Policy Specialist in Green Transformation and Green Investment
Duty station: Ha Noi, Viet Nam
Duration: ASAP for three years contract
Main responsibilities:
- The management, coordination and implementation of project activities and outputs in green public and private investment, including the development of incentive systems, technical inter-ministerial exchange and a monitoring framework for investment flows.
- The provision of advisory services to the national counterparts in the Ministry of Planning and Investment (MPI) and other ministries in the implementation of the VGGS-2 and the development of green policy instruments as well as regulatory investment incentives with a focus on practical technical and legal aspects
- The technical support to the sectoral and provincial in the areas mentioned above
- The promotion and establishment of policy coordination between relevant ministries, as well as other key stakeholders, and active facilitation of cooperation formats
- The monitoring, evaluation, documentation and dissemination of project activities, with a strong focus on work impact in the area of green investment flows, green policy reform and gender
- The close cooperation and collaboration with the GIZ-SHIFT team and the support to SHIFT’s management to coordinate, promote and establish close relationship with and collaboration among all consortium partners, including the support to other project-related activities, when require
