Responsible for coordinating with internal departments and subsidiaries to oversee all procurement activities. Key tasks include reviewing purchasing plans, verifying documents, ensuring compliance with procedures, and alignment with the approved budget.
In addition, this role contributes to developing procurement standards and processes, while directly participating in vendor selection and bidding interviews to ensure transparency, efficiency, and cost optimization in the Group’s purchasing operations.
Procurement Plan and Documentation Control
Review procurement plans and related documents to ensure that all purchasing activities of the Group comply with procedures and approved budgets.
Scope: Core companies (NLIC, NLL, NLCP); key subsidiaries (Nam Long ADC, Nam Khang); other subsidiaries.
Standard & Vendor Management
Develop standards and benchmarks for goods and services purchased by the Group.
Establish, update, and manage a reliable list of qualified vendors
Procurement Process Development and Implementation
Develop, issue, and implement standardized procurement procedures across the Group.
Provide guidance and monitor compliance with the procedures.
Vendor Selection & Bidding
Participate in evaluating bidding documents, interviewing, and selecting contractors.
Ensure the bidding process is transparent, fair, and cost-effective.
Stakeholder Management and Reporting
Build and maintain effective relationships with internal departments and external partners.
Prepare periodic reports on procurement control activities and potential risks.
Coordinate to prevent and handle fraudulent actions (if any).
Perform other tasks as assigned.
Yêu Cầu Công Việc
Background / Experience
Bachelor’s degree or higher in Economics, Business Administration, Finance, Accounting, or related fields.
At least 5 years of experience in procurement, cost control, or supply chain management.
Experience in real estate, construction, or large corporations is preferred.
Proven experience in bidding, vendor management, and contract negotiation.
Knowledge, Specific job skills, and Abilities
Strong knowledge of procurement processes, bidding, and contract management.
Ability to analyze, budget, and control costs.
Detail-oriented, systematic, and compliance-focused
Strong communication, negotiation, and risk management skills
